Human Resources Analyst
(Confidential Administrative Support I)

Compensation and Benefits

Anticipated Hiring Salary Range: $4,058 - $4,600 per month

Full classification Salary Range: $4,058 - $6,922 per month

  • This is a full-time (equivalent to 40 hours per week), probationary, non-exempt position.

The CSU system provides a comprehensive benefit package that includes medical, dental and vision plans, membership in the California Public Employees Retirement System (CalPERS), sick and vacation time, and 14 paid holidays a year. Job Summary

Reporting under the leadership of the Human Resources Information Systems (HRIS) Manager, the HR Analyst produces statistical reports, dashboards and visualizations that provide easy to understand information required for decision making. Plans and conducts research and analyzes confidential information to support campus personnel planning, data audits and requests. Collaborates with the human resources, benefits, and payroll teams to identify and create impactful analytics and dashboards. Supports efforts to automate data collection and analysis, create visualizations, and develop new analytic tools. Based on metrics and analytics, identifies opportunities to adjust current procedures, create and deliver training, and suggest solutions targeted to improving employee engagement, turnover, performance management, awareness or understanding of current departmental policies to improve organizational culture, attract and hire qualified candidates, motivate and retain employees, address staffing issues, and maintain legal compliance. The HR Analyst works closely with the Classification and Compensation Specialist and Human Resources Consultants to support the effective and consistent application of classification and compensation administration policies and practices.

This position is classified as “Confidential” in accordance with the provisions of the Higher Education Employer Employee Relations Act (HEERA). According to HEERA, an employee is designated as “confidential” when assigned duties normally require access to confidential information, which contributes significantly to the development of management positions. This position works closely with the AVP of Human Resources and the HRIS Manager in the collection, organization, presentation and review of confidential data on a wide range of matters, including labor and employee relations, seniority point calculation, staff & MPP personnel actions, collective bargaining, and other related personnel matters. The incumbent regularly performs duties that require access to confidential information, which contributes significantly to the development of management positions. 


Key Qualifications

  • Knowledge of:
    • Knowledge of HR regulations, principles and practices to address personnel situations and make recommendations.
    • Knowledge of research techniques including the planning of studies and investigations and developing reference materials.
    • Working knowledge of multiple Human Resources, Benefits and Payroll functions and processes.
    • Knowledge of university infrastructure, policies, and procedures.
    • Demonstrated knowledge of English grammar, spelling, and punctuation.
    • Knowledge of computer office systems and ability to use a broad range of technology, systems, and software packages (Microsoft Office Suite, Google apps).
  • Skill/Ability to:
    • Ability to use, generate, update, integrate, and manipulate spreadsheets, word documents, database files, email program and other common office computer programs.
    • Attention to detail that requires complex problem solving.
    • Possess time management skills to stay focused and complete long term and short-term objectives without constant supervision.
    • Ability to work effectively and efficiently in a fast-paced, multi-tasking, team oriented and stressful environment while maintaining a calm and professional demeanor.
    • Ability to communicate effectively in oral and written formats.
    • Ability to work effectively with faculty, staff, students and the general public from diverse ethnic, cultural and socio-economic backgrounds.
    • Ability to maintain confidentiality and appropriately handle sensitive communications with employees and external agencies.
    • Ability to create and maintain program records and statistics and provide data for review.

Education and Experience

  • Bachelor’s Degree or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures practices, or programs.
  • Two years of progressively responsible experience performing business analyst functions including user consultation and reporting. 
    • Preferred Qualifications:
      • 1-2 years Classification and Compensation experience.
      • 2-4 years of experience supporting/troubleshooting PeopleSoft HCM functionality.
      • Strong functional knowledge of the PeopleSoft HCM application.
      • Knowledge of Higher Education system and technology.
