Lead Benefits Analyst
(Administrative Analyst/Specialist - Exempt I)

Compensation and Benefits

Anticipated Hiring Salary Range: $4,170 - $4,295 per month

Full CSU Classification Salary Range: $3,897 - $7,051 per month

  • This is a full-time, probationary, exempt position.

The CSU system provides a comprehensive benefit package that includes medical, dental and vision plans, membership in the California Public Employees Retirement System (CalPERS), sick and vacation time, and 14 paid holidays a year. Job Summary

Under general supervision of the HR Manager for Benefits, the incumbent performs a wide variety of administrative and technical duties in support of multiple Human Resource programs. The primary purpose of this position is to provide a wide range of specialized administrative responsibilities by meeting its mission and anticipating, resolving, and researching problems that have significant impact on employees, the Benefits Office and the community.

The position serves as lead resource person to approximately 2,200+ active employees, retirees, FERP and a wide variety of benefit vendors. Performs complex functions using technology, professional organizational and interpersonal skills within a multi-task and fast paced environment; interacts at the high level within and outside the university, often in sensitive interpersonal situations. Major areas of responsibility include health & voluntary benefits, Affordable Care Act (ACA) coding, retirement sessions, benefits troubleshooting and audits and retiree benefits. Accordingly, a high degree of autonomy is afforded the position, requiring considerable judgment and discretion. The incumbent has authority to make an independent choice, with minimal direction or supervision.  

 

Key Qualifications

  • Knowledge of:
    • Working knowledge in Benefits and Retirement Programs.
    • Affordable Care Act, COBRA, health benefits and retirement plans.
    • Demonstrated knowledge of English grammar, spelling, and punctuation with ability to communicate effectively in oral and written formats.
    • Office computer programs and ability to use a broad range of technology, systems, and software packages (Microsoft Office Suite, Google, HRIS/PeopleSoft, Adobe Acrobat, Adobe Sign, MOVEit and ConnectHR).
  • Ability to:
    • Create, review and maintain audits for health benefit.
    • Compose correspondence, fliers, and presentations.
    • Develop and conduct presentations, employee orientation benefits workshops.
    • Organization skills with ability to prioritize workload as appropriate and remain flexible in adapting to changing priorities and deadlines.
    • Remain current on HRIS/PeopleSoft updates, collective bargaining agreements, benefits/retirement, CalPERS Circular letters, State Controller’s Office payroll/personnel letters and CSU/State/Federal policies and procedures.
    • Handle campus community calls and emails regarding benefits/retirement.
    • Troubleshoot and problem solve.
    • Independently research and address a wide range of problems which require interpreting policies and procedures and using ingenuity to develop practical, thorough and creative solutions.
    • Lead, train and support a cohesive team including serving as a resource to faculty and staff in responding to inquiries and providing detailed information.
    • Maintain the confidentiality of all information available for job related activities and exercise good judgment on sensitive matters.
    • Promote a positive and service oriented collegial work environment; work collaboratively and maintain good working relationships with co-workers and our diverse campus community.

Education and Experience

  • A bachelor's degree and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs.
  • Four years’ experience in Human Resources Benefits.
    • Preferred Knowledge, Skills and Abilities:
      • University infrastructure, policies and procedures.
      • Knowledge of PeopleSoft Human Resources software.
