Compensation and Benefits
Anticipated Hiring Salary Range: $6,300 - $8,000 per month
Full CSU Classification Salary Range: $4,747 - $8,589 per month
- This is a full-time (equivalent to 40 hours per week), probationary, non-exempt position.
The CSU system provides a comprehensive benefit package that includes medical, dental and vision plans, membership in the California Public Employees Retirement System (CalPERS), sick and vacation time, and 15 paid holidays a year. Job Summary
The Public Works Buyer (Buyer III) has full buying responsibility for a variety of diverse purchasing activities with the majority of assignments at the advanced buying level with a high degree of independence. The incumbent provides primary purchasing services for a major campus-wide procurement function, including public works and professional services. Such services may include, but are not limited to purchasing supplies, materials and equipment, primarily through the use of competitive bid process and/or preparing high complex, customized contracts, service agreements, and leases, based on unique or custom-made items requiring creative development of original specification.
Key Qualifications
- Comprehensive knowledge of formal competitive bid administration and purchasing in the public sector.
- Thorough knowledge of California State Statutes and Codes.
- Knowledge of FI$CAL and PlanetBids Software Packages.
- Experience with PeopleSoft Financials.
- Familiarity with California Public Contract Code, California State University Policy Stat –Primarily Section ID’s 15201539 and 15202482, and California State University CPDC Project Manuals.
- Proficient in Microsoft Word and Excel.
- Ability to:
- Use computers and automated equipment.
- Match names and numbers quickly and accurately.
- Prepare and maintain related records and reports.
- Conduct training, presentations and communicate clearly and concisely.
- Research, analyze, interpret and explain purchasing and related policies and procedures.
- Make simple arithmetic computations.
- Prepare and review complex bid specifications, requests for proposals, service agreements and make appropriate recommendations.
- Establish and maintain effective relationships with those contacted in the course of work.
- A history of regular attendance and positive performance evaluations.

Education and Experience
- Equivalent to an undergraduate degree in purchasing, logistics, marketing, accounting, business or another appropriate field.
- Equivalent to three years of experience of handling public works in a Procurement department environment.
- Equivalent to three years of experience in a Buyer position handling bidding, contracting, and buying.

Following a conditional offer of employment, a background check (including a criminal records check) must be completed satisfactorily before any candidate may start work with California State University, Fresno.
